Mr. Razak Dakurah Salifu
Razak Dakurah Salifu is a digital development specialist and technology policy consultant with a
strong focus on mobile cellular networks, machine learning, fibre optics, fintech innovation, and
telecommunications and ICT policy. His expertise and interest span digital infrastructure and
emerging technologies such as Artificial Intelligence and their impact on international trade,
labour, and economic development.
Razak has served on several technical and regulatory committees that have played a key role in
shaping Ghana’s telecommunications industry. His contributions include developing policies for
international submarine cables, terrestrial fiber optic networks, data centers, and the advancement
of cellular technologies, including 4G and 5G.
On the international stage, he actively participates in the International Telecommunication Union
(ITU) technical Study Groups (SG), including SG 20 on the Internet of Things, Smart Cities and
Communities and SG 2 of the ITU Development Sector. His work at the ITU explores how
Information and Communication Technologies (ICT) can address social and economic challenges
in developing countries.
Razak has also led and conducted numerous technical capacity-building programs across sub
Saharan Africa, training officials from ICT ministries and national telecommunications, digital
technologies, and innovation agencies. He has also participated in several specialized training
sessions and conferences under the ITU in Geneva, Switzerland, and the United States
Telecommunications Training Institute (USTTI) in Washington, D.C., USA.
He holds a Master’s degree from the University of Oxford, a Bachelor’s degree in Computer
Engineering from Kwame Nkrumah University of Science and Technology (KNUST), and a
Certificate in Fintech Innovation from the Judge Business School, University of Cambridge.
Razak is a member of the Ghana Institution of Engineers and maintains an academic affiliation
with St. Anne’s College, University of Oxford.
