Africa stands at a strategic inflection point. The fragmentation of the rules-based multilateral order –
accelerated by more than 2,500 new trade restrictions in 2025 alone, the effective dismantling of AGOA,
and the structural shock delivered by Operation Epic Fury in February 2026 has permanently altered the
environment in which African states must pursue development and sovereignty.
